Depends what's actually going on, but for shared basements, service ducts, or multi-let properties, treating the whole building is usually what actually solves it rather than just moving the problem to a different flat.

Who's responsible if the cause is structural, me or the tenant?

Generally the landlord, under housing regulations, if it's coming in through disrepair like a cracked airbrick or gap in brickwork. It's a different conversation if it's more about tenant behaviour, bins left open and so on. Worth getting it documented either way.

Can you provide a report for a tenancy dispute or compliance check?

Yes, a written report covering cause and treatment is provided, which is often exactly what's needed for either situation.
